Microsoft has announced fourth release of SharePoint Administration toolkit and it available for download. The major things covered in this release are as follows:

SharePoint Diagnostics Tool (SPDiag) Update
A number of reporting tools added to reprt on broken inheritence report jobs, check effective permissions, compare permission sets
Quota Management
Security Configuration Wizard Menifests
